try this: http://toolator.com/. I'm not sure if it's compatible with with blogspot but give it a try - it will enable you to actually block the IP address of a certain user, so they can't access your site from any computer on their network.
Just out of curiosity I looked it up and you can only allow certain people to comment on your blog or check comments before they are published. That seems to be your only option besides going private. I have my blog private, especially since I have pics of my daughter on there. Why go private? Do you really care if some kook is stalking your blog? In the end, it just doesn't matter...
The only way (that I know of) to block certain people (by IP address) from seeing your website is to move your blog off of blogger.com, buy your own domain, and pay for hosting somewhere (like we do with our blog - thelongblog.com). Make Trevor learn how to do it...it'll be good for him.
